London Mayor Sadiq Khan could soon be granted new powers to overrule local councils that reject late licensing applications from bars and music venues under a government-backed pilot scheme aimed at boosting the hospitality and nightlife industry.
According to the BBC, the scheme would allow Khan to “call in” licensing decisions in areas deemed strategically important for London’s night-time economy. The move is part of a broader push by ministers to revitalise nightlife, stimulate growth, and create jobs across the capital — with the potential for the scheme to be rolled out to other parts of the country, including Greater Manchester and the West Midlands.
Khan welcomed the announcement, saying the additional powers would “boost tourism, stimulate growth and deliver new jobs both in London and across the country.” He also reassured local authorities, adding that “good councils have nothing to worry about.”

The changes could see longer opening hours for bars and an expansion of al fresco dining across London, helping the city’s hospitality sector thrive after a challenging period for the industry.
A source close to the mayor said: “Over recent years London’s pubs, restaurants, clubs and music venues have been seen as a problem to be managed, rather than as a vital part of London’s economic and social scene.”
Chancellor Rachel Reeves described the pilot as a way to ensure the hospitality industry has “the conditions to grow” and is not “tied down by unnecessarily burdensome red tape.” Deputy Prime Minister Angela Rayner echoed the sentiment, stating: “Too often, we have seen the complaints of a vocal minority of objectors promoted over the need for our country to grow — we are determined to change this.”
Khan said he was “delighted” the government is working with the Greater London Authority to review and potentially extend his licensing powers.
